I've worked at a few bookstores and with magazines what you described is totally par. They usually come from a handful of different distributors, which are never reliable, and they can never be tracked at well as books because orders are placed months months in advance. (That's why they usually can't be special ordered either--by the time an issue is out the distributor is already worrying about five issues down the line.)
